Burroughs represented the first district of New Hampshire in the House for six years, commencing in 1917, when he filled the vacancy left by the death of Hon. Cyrus A. Sulloway. Mr. Burroughs had made a reputation as an astute lawyer much earlier, and in the interim served in the state legislature. 58 pp.
